Surbana Jurong hands over DCR for Colombo Port City project in Sri Lanka

There was no mistaking the sense of occasion that filled the air in The Kingsbury Hotel that April evening in Colombo. Representatives from Sri Lanka’s government agencies and prospective investors were among the many guests who witnessed the presentation of the Letter of Approval for the Development Control Regulations (DCR) of the Colombo Port City Development Project to the Sri Lankan authorities.

Port City Colombo is an upcoming city development built as an extension of the existing Colombo CBD. Spanning 269 hectares, it is a sea reclamation project that the authorities have earmarked to be “the hub of South Asia”, with numerous Grade A offices, medical and educational facilities, resorts and hotels, a marina and other lifestyle amenities planned. The title of the evening’s presentation, The Road To Prosperity, summed up their ambitions.

The DCR regulates the types of uses, development intensity, building conditions, utility and landscape requirements, and sustainability requirements on any plot. As such, it serves as an effective planning tool to guide development in a logical and orderly fashion.

“The DCR will benchmark standards for the rest of the country,” said the Minister of Megapolis and Western Development, Patali Champika Ranawaka, whom the project comes under. The DCR was prepared by Surbana Jurong and Atkins Acuity, a UK-based engineering consultancy. China Harbour Engineering Company (CHEC), whose parent company is China Communications Construction Company, is the investment company behind Colombo Port City.

This project is another feather in the cap for Surbana Jurong’s Planning Group, which has been making steady strides in Sri Lanka, having developed the master plans for the Trincomalee Metro Area and Western Region Megapolis, and the urban design of Colombo Port City.

Gongqing win for Surbana Jurong in China

Gongqing town was a country town brimming with potential. Situated close to Nanchang, the capital of Jiangxi province, it was re-zoned for urban development, and recently, Surbana Jurong and Sino-Sun, member of the Surbana Jurong Group, jointly embarked on architectural design for the township, fulfilling the local government’s wish to create an integrated, mixed-use development there.

Last year, the team won the project to conduct the master planning for the 48ha greenfield project there, with a total GFA estimated at 1.2 million sqm. The plan revolves around a 3km-long looped garden that winds through high- and low-rise residential blocks, commercial buildings, an international school, and healthcare and recreational facilities.

By linking the sub-plots and functions together with this green pathway, a “walkable” and vibrant town is born. Jiangxi province, in southeast China, is also home to the Jiujiang port city and Jingdezhen, China’s famous home of porcelain-making.

The project is expected to be completed in Q3 2019.

Surbana Jurong breaks through in Yangon region and Mon State

Surbana Jurong has been making steady inroads into Myanmar, with project wins that demonstrate its wide-ranging capabilities from master planning and infrastructure design to coastal engineering.

Breakthrough achievements include:

  1. First jetty design project in Thilawa, 14km southeast of Yangon
  2. Master-planning project in southern Myanmar’s Mon State, the 12th largest state in the country
  3. Infrastructure design work for a 17.6-acre mixed-use development in the Dagon Seikkan Township
  4. Engineering design services for the existing Yangon-Mandalay highway.

1. Thilawa jetty design

The SJ Myanmar team has won its first jetty design project in Thilawa, located 14km southeast of Yangon. The team was appointed as the engineering design consultant for the construction of a new 200m jetty platform with trestle for Denko Trading, which runs gas stations across the country. The win was attributed to the perseverance of Myanmar’s Business Development team as well as exceptional support and expertise from Singapore’s Coastal Engineering team.

Considering Myanmar’s extensive river network system, this success is expected to widen opportunities for the team in the Marine and Coastal Engineering sector.

2. Master-planning project in Mon State

Extending its footprint beyond Yangon, the Myanmar team secured a master planning project in southern Myanmar’s Mon State, the 12th largest state in the country. The team has actively pursued opportunities in the state for the past two years.

The team will provide a master plan for seven plots of land with a total land area of around 1,000 acres. Comprising residential, commercial, recreational and other amenities, it will be a holistic environment to work, live and play in. The planning will be done in five phases.

3. Infrastructure design work in the Dagon Seikkan Township

This is one of two infrastructure projects in the Yangon region recently awarded by the Shwe Taung Group. The team was tasked to provide infrastructure design work for a 17.6-acre mixed-use development in the Dagon Seikkan Township. As SJ is the master planner of the township, this new downstream opportunity demonstrates the Group’s ability to offer one-stop full-suite solutions. The scope of work includes planning and design of the following infrastructure:

  • Road network
  • Electricity power supply network
  • Street lighting network
  • Telecommunication manholes and piping network
  • Water supply system
  • Fire hydrant system
  • Stormwater drainage system
  • Wastewater and sewerage system

4. Engineering design services for the Yangon-Mandalay highway

This is the second of two infrastructure projects in the Yangon region recently awarded by the Shwe Taung Group. SMEC International’s Transport Team will undertake the engineering design services of the existing Yangon-Mandalay highway in two separate parts. This first is a financial feasibility study to evaluate if the road widening project will be commercially viable for the Shwe Taung Development. The second is a design and constructability study, to evaluate existing road designs with regards to constructability and to improve the lifespan and resilience of the current road.

The study will take an estimated four months. Maung Maung Kyaw Thar, Country Manager, SMEC Myanmar, notes that the win will put SMEC in a good position to pursue similar transport consultancy services for the rest of the Build Operate Transfer (BOT) road project in Myanmar.

Surbana Jurong inks MOU with Vietnam’s Phu Long Real Estate

Surbana Jurong (SJ) has signed a Memorandum of Understanding with Phu Long Real Estate Joint-Stock Corporation (Phu Long) to collaborate on township and property development in Vietnam. Phu Long is a subsidiary of Sovico Holdings, one of Vietnam’s leading investment groups in the aviation, banking, finance, real estate and industrial sectors.

SJ will provide expertise in the areas of master planning, design services, coastal engineering and project management to Phu Long’s projects.

The MOU was signed by Mr Teo Eng Cheong, SJ’s CEO International (Singapore, North Asia, South-east Asia) and Mr Nguyen Thanh Quang, Phu Long’s Chairman. Speaking at the ceremony, Mr Teo said, “We are proud to be one of Phu Long’s strategic partners. Our local knowledge, coupled with global experience, allows us to assist Phu Long in achieving the goal as one of Vietnam’s largest property developers.”

The MOU signing ceremony was also attended by Mdm Nguyen Thi Phuong Thao, Chairman of Sovico Holdings, and Mr Nguyen Thanh Hung, Founding Chairman of Sovico Holdings. In her speech, Mdm Thao recalled the satisfactory 10-year cooperation between Phu Long and Surbana Jurong and hoped to see more of such collaborations with Surbana Jurong in the company’s plans for the future.

Surbana Jurong has signed a MOU with the Government of Sri Lanka to develop Trincomalee. This project aims to develop 1,363 sq km of Trincomalee Metro Area to become a resilient economic hub in Sri Lanka, which is vibrant and liveable with a distinct urban identity in the region.

Surbana Jurong was tasked to come up with a Concept Plan and Detailed Master Plan for the Trincomalee Metro Area (TMA) to organise, improve and accelerate the social, economic and physical developments in North Central Metropolitan Region (NCMR), Sri Lanka; and uplift the reisdent’s quality of life.

Trincomalee’s strategic location allows it to be developed as hub for commerce, agriculture, fisheries, food industries and tourism.Under this Plan, we addressed the environmental sustainability challenges, and ensured a holistic live, work and play environment for all residents, safeguarding space to anticipate all the social, economic and environmental needs.

In the MOU, Surbana Jurong will be providing services in areas to develop the Concept Master Plan including Transportation, Infrastructure, Environmental and Implementation proposals for the Metro Area. Other area of collaboration includes setting up of the Master Plan Online Database. This project is supported by the Singapore government to open up doors for downstream economic and knowledge sharing opportunities between the 2 countries.

Surbana Jurong inks MOU and master plan contract with Wuzhou Port Economic Zone

Surbana Jurong has clinched a contract this month to provide detailed control master planning consultancy services for the 23.5sqkm Wuzhou Port Economic Zone Start-up Area.

The project team, led by Ms Mao Whey Ying (Deputy CEO, International), travelled to Wuzhou City from 18-20 April 2016. Ms Mao signed a memorandum of understanding (MOU) with Wuzhou Port Economic Zone to enhance collaboration in various sectors such as park management, investment attraction strategies, and training opportunities.

Surbana Jurong will partner Guangxi Hualan Planning & Design Institute for the regulatory plan submission. This is a downstream project following the consultancy services for the conceptual master plan of the 61sqkm Wuzhou Port Economic Zone secured in Dec 2014.

Surbana Jurong has been appointed by the Singapore Cooperation Enterprise (SCE) as the master planner for the Greater Libreville region in Republic of Gabon. Surbana Jurong will be providing master planning, transport and infrastructure planning, as well as land management systems for the region estimated to be 1,000 sqkm, or around 1.5 times the size of Singapore. This is Surbana Jurong’s first project with the government of Gabon and this is the 2nd time we are integrating the development of the Land Management System with planning, after the SADA Master Planning Project of Northern Ghana.

Gabon is the one of the richest countries in Sub-Saharan Africa, and Libreville as the capital city plays a major economic role in the development of the country. With a growing population and strong economic growth, there is an increasing need for the Republic of Gabon to balance urban planning with economic and social progress. This contract will allow Surbana Jurong to share Singapore’s expertise in urban planning with the government of Gabon.

The list of services will be rendered in 8 phases, namely:

  • Phase 0 : Data Inventory and Inception including Site visits, data collection, and authority meetings
  • Phase 1 : Analysis, Vision and Concept Options
  • Phase 2 : GIS database design & Land Management System
  • Phase 3 : Regional Concept Plan Environment, Transport and Infrastructure Strategies
  • Phase 4 : Detailed City Master Plan including Zoning Plan and Regulations, and Detailed Environment, Infrastructure and Transport proposals
  • Phase 5 : Urban Design Plan and Guidelines
  • Phase 6 : Implementation Plan and Strategies
  • Phase 7 : Setting-up City Gallery
  • Phase 8 : Post-Planning Capacity Building for 6 months
