Surbana Jurong Private Limited launched, makes two acquisitions in Singapore & China

Singapore, 22 June 2015 – Surbana International Consultants Holdings Pte Ltd (“Surbana”), and JURONG International Holdings Pte Ltd (“JIH”) today announced that, after their merger, they will be named Surbana Jurong Private Limited (Surbana Jurong).

Mr Liew Mun Leong, Chairman of Surbana Jurong said, “Surbana and Jurong International are the corporatised technical arms of HDB and JTC respectively. They are one of the largest Singapore technical institutions responsible for HDB townships, JTC industrial estates and infrastructure developments in Singapore. When they are merged and integrated, they will have the capabilities and capacity to provide one stop complete value chain consultancy services to the development industry in Singapore and abroad. Urbanisation and infrastructure development is forecasted to be one of the largest growing industries in the world in the 21st century. Surbana Jurong will be well time and poised to be groomed into one of Asia’s consultancy powerhouses to capture this global business using Singapore as the showcase city. The strategic focus is to build technical competency and scale and we need to grow organically and through mergers & acquisitions.”

Surbana Jurong, Singapore’s largest urbanisation and infrastructure consultancy also announced the strategic acquisition of two companies today, KTP Consultants Pte Ltd (“KTP”) in Singapore and Sinosun Architects & Engineers Co. Ltd (“Sinosun”) in China.

Mr Liew Mun Leong added, “The formation of Surbana Jurong Private Limited and our first two acquisitions done soon after the signing of the merger agreement in February this year demonstrate our determination to build up the company to become Asia’s consultancy powerhouse for urbanisation and infrastructure developments. We are well underway to achieve building our staffing strength to 6000 within the next three to five years. Scale is a key strategy for successful international urbanisation and infrastructure consultancies.”
“These two acquisitions will immediately grow our staff strength by 25% (from 3200 to 4000) as well as strengthen our infrastructure development capabilities in Singapore and the region. It will also bring our market reach in China from 9 to 16 cities. Both acquisitions are part of our growth strategy to expand our international footprint, grow our capabilities in emerging sectors as well as enhance our capabilities in undertaking infrastructure development projects,” said Mr Wong Heang Fine, Group CEO of Surbana Jurong Private Limited.

KTP is a leading multi-disciplinary engineering (Civil & Structural, Mechanical & Electrical) firm with more than 40 years track record in engineering and project management in Singapore. It has a large private sector client base in Singapore in the residential, commercial, hospitality, healthcare, aviation, infrastructure and utilities sectors. KTP has regional offices in Malaysia, the Philippines, China and the Middle East.

Sinosun is a China based multi-disciplinary local design institute specialising in providing building architectural, mechanical & electrical and civil & structural design consultancy services. It is one of the top 20 privately-owned design institutes in China and has offices in Beijing and ten other cities in China. Sinosun has a Class A architectural design license that is the highest qualification of its kind for design services in China. It is an essential requirement for companies operating design practices in China.

Added Mr Wong Heang Fine “KTP will augment Surbana Jurong’s Civil & Structural (C&S) capabilities and we will leverage on KTP’s established relationships with major private developers and contractors to gain immediate market access to the private sector market in Singapore, Malaysia & Myanmar. Separately The Sinosun acquisition will substantially expand our presence in China. It will complement the service offerings we have in Surbana Jurong. Sinosun’s Class A architectural design license together with Jurong’s master planning and project management license will give us the depth and breadth to offer our multi disciplinary services throughout China.”

Said Mr Wong Heang Fine “The infrastructure sector in Asia is set to be a key growth sector over the next 50 years with spending expected to rise. A PwC report estimates that infrastructure spending is projected to grow from $4 trillion per year in 2012 to more than $9 trillion per year by 2025. It estimates that the Asia-Pacific market will represent nearly 60% of global infrastructure spending by 2025. With mergers and acquisitions, Surbana Jurong will be better placed to secure many of these jobs moving forward.”

Surbana forms new strategic partnerships in Zhejiang with JVA and MOU signings

Singapore, 24 November 2014 – Surbana International Consultants today signed a Joint Venture Agreement (JVA) with Enjoytown Investment Management (Hangzhou) Co Ltd, forming a strategic partnership, which is expected to create more business opportunities for Surbana in Zhejiang province.

This milestone signing demonstrates Surbana’s future direction for China as well as its expansion plans in Zhejiang. To be named Hangzhou Surbana-Enjoytown Project Management Co. Ltd, this joint venture company will see Surbana capitalising on its project management expertise as Enjoytown and Surbana enters into an exclusive partnership on projects requiring such services. This timely partnership will put Enjoytown-Surbana at the forefront in the industry as it unifies the expertise of both companies by providing a full suite of services to potential clients.

Surbana, Enjoytown and Zhejiang Nongfa Lanhai Industrial Ltd. Co. also signed a Memorandum of Understanding (MOU) relating to Hangzhou Bay’s Jiangnan Eco-Town located in Shaoxing. This three-way collaboration will see Surbana working closely with its other two partners to develop the Jiangnan Eco-Town which spans over 4700mu (313ha). The initial start up area which Surbana will be involved in is part of a wider area that will potentially see the development of an eco farm land and a National Modern Agricultural Demonstration Park. Surbana will provide a full suite of services including master planning, architectural design and project management services for this Eco-Town. When developed, this Eco-Town will become a model urbanisation project showcasing Surbana’s 50 years of township experience.

Enjoytown is a reputable developer which is playing an active role in Zhejiang’s urbanisation plans. Singapore, 18 November 2014 – Surbana International Consultants signed two Memorandums of Understanding (MOUs) today for projects in Guangdong, highlighting the strong business ties between Surbana and its business partners in Guangdong province. The first MOU is a three-way collaboration between Surbana, Guangzhou Knowledge City Administrative Committee (GKCAC) and the SSGKC to assist in master planning, architectural and city management services within the SSGKC. Specifically, both parties are studying the possibility of collaborating on ‘Oriental International Health Valley’ – an upcoming integrated healthcare development in Guangzhou.

The second MOU is between Surbana and the Guangzhou Development District Commercial Development Group to pilot an Integrated Estate Management System (IEMS) in Fengshan Garden, a resettlement housing estate in North East Guangzhou housing over 700 households. The project aims to improve the delivery of the municipal services in Fengshan Garden through the IEMS, which leverages on IT systems and business process reengineering. The pilot programme, if implemented, is targeted to commence by February 2015, after which both parties will review the outcome and consider further collaborations in other parts of the Guangdong.

Singapore’s IEMS, a smart community solutions system created by Surbana, is used by all local Town Councils spanning over 20 townships. Through the IEMS, Surbana monitors over 20,000 lift systems real time and also tracks approximately 70,000 feedbacks from its users on a monthly basis.

Said Surbana’s CEO, Mr Pang Yee Ean, “We are very happy that our partners for the Oriental International Health Valley and the Fengshan Garden projects are keen to work with us. Surbana has a strong track record in managing townships with the IEMS and we aim to customise a system that will be relevant and effective to the unique requirements of Fengshan Garden. The Health Valley project is an opportunity for Surbana to demonstrate our strong experience in master planning and developing integrated healthcare developments, as seen through the Novena Health City Masterplan which we developed. Novena Health City was one of the three finalists in the recent World Architectural Festival awards under the Healthcare (Future Projects) segment.”

Said Sino-Singapore GKC’s Chairman, Mr Xu Hongsheng, “We have heard about the capabilities of Surbana’s IEMS and we hope that through this test-bed at Fengshan Garden, we will be able to gain from Surbana’s wealth of experience in social and city management. We hope to build on the success of this pilot and continue to grow Guangzhou Knowledge City into a vibrant city in the next decade.”

Echoed GKC Administrative Committee’s Vice-Chairman, Mr Li Hongwei, “Surbana has done a wide range of successful projects including medical ones and this is a key reason why we would like to cooperate with them in the development of ‘Oriental International Health Valley’. With this strategic partnership, we hope to build Guangzhou Knowledge City into a liveable city over the next few years.”

The Singapore-Guangdong Collaboration Council was held on 18 November 2014 and co-chaired by Mr Lui Tuck Yew, Singapore’s Minister of Transport, and Guangdong’s Vice-Governor Ms Zhao Yufang.
