Rwanda Secondary Cities Master Plans
Surbana Jurong was engaged by the Rwanda Housing Authority to design the master plans for six secondary cities in Rwanda – Muhanga, Huye, Rusizi, Rubavu, Nyagatare and Musanze. This is a major project after the 2008 and 2013 Kigali City Master Plans and the Kigali City Master Plan review project that started in 2018.
Surbana Jurong is providing services relating to master planning, urban development, sub-division plans, zoning and control regulations. In partnership with Surbana Jurong, SMEC is providing environmental and social assessment, infrastructure and transport planning, and community engagement along with economic and socio-demographic studies. The project covers six detailed master plans spanning over 18 months.
In recent years, Rwanda has plans to accelerate urbanisation to achieve an urban population of 35% by 2024. By establishing the six secondary cities in the National Transformation Strategy (NST1), the Government of Rwanda sets the base for social and economic transformation of the country.
