Many countries have under-appreciated and under-built airports, resulting in a deficit in airport infrastructure that is inadequate in meeting increasing passenger demand, particularly in Asia and in many BRI countries that will see some of the strongest growth in the next two decades.
Surbana Jurong Chairman Liew Mun Leong shared this and other views on airport infrastructure at a keynote address at the recent Belt and Road International Transport Symposium (BRITS), a key forum of the World Transport Convention (WTC) 2018 held in Beijing on 20 June. WTC 2018 was hosted by the China Association for Science and Technology (CAST), China’s Ministry of Transport (MOT) and Chinese Academy of Engineering (CAE), and organised by the China Highway and Transport Society (CHTS). The event, in its second year running, was well attended by over 5,000 officials, academics and executives involved in transport planning, engineering and technology.
In his speech titled “Airports – Crucial Infrastructure in Enhancing Global Connectivity Amongst BRI Countries”, Mr Liew shared his insights on the importance of airport infrastructure in enhancing connectivity and promoting economic progress. He highlighted the urgent need to build more airport infrastructure to cater to the booming air travel demand. In addition, he suggested that the contrarian economic principle of “Supply Driving Demand” was particularly relevant for the aviation industry due to the lengths of time required to plan, design and build an airport. Mr Liew also encouraged countries along the BRI to make use of the varied sources of infrastructure funding to expand their airport infrastructure, and engage private-sector partners with deep airport development expertise to help expand present airport capacities.

Kertajati International Airport in West Java, Indonesia had its soft opening on 24 May 2018, inaugurated by the President of Indonesia, Mr Joko Widodo.
Surbana Jurong’s Aviation team was the appointed consultant for technical feasibility study and business planning for the airport, which is the second largest in Indonesia. Also known as Bandar Udara Internasional Jawa Barat (BIJB), the airport will facilitate international tourism to Bandung, capital city of West Java province; it is targeted to cater for 18 million passengers per annum in the next few years.
Our Aviation team provided a comprehensive overview of the airport’s planned infrastructure in determining the feasibility of operations in legal, safety and financial terms. A 25-year period financial forecast was also prepared in collaboration with accounting firm KPMG. The team then presented a set of findings and recommendations on Operational and Business Infrastructure, Airport Management Organisation and Financial Performance, which was the first cornerstone in moving this project towards completion. The airport is expected to be fully operational in June 2018, in time to relieve domestic traffic on the roads across Java Island during the Hari Raya holidays.

Appointment of Master Building and Civil Consultants for Changi Airport Terminal 5
SINGAPORE, 13 April 2018 – Changi Airport Group (CAG) today announced the appointment of the Master Building Consultants, comprising three teams, that will provide architectural design and engineering consultancy services for the development of Changi Airport’s Terminal 5 (T5). It also announced the appointment of the Master Civil Consultants for the T5-related landside and airfield works.
Master Building Consultants
The firms that have been appointed are:
KPF (Singapore) Pte Ltd, in partnership with Heatherwick Studio and Architects 61 Private Limited, for the provision of architectural design services;
Arup Singapore Private Limited, Mott MacDonald Singapore Pte Limited, and Surbana Jurong Consultants Pte Ltd, for the provision of engineering services; and
DP Architects Pte Ltd, for the provision of design services for commercial spaces.
These firms will provide full consultancy services for the design of the Main Terminal Building, Satellite Terminal Building, Ground Transportation Centre and Primary Landside Roadway.
Master Civil Consultants
The Master Civil Consultants appointed are Arup Singapore Private Limited, Mott MacDonald Singapore Pte Limited, Surbana Jurong Consultants Pte Ltd and Changi Airport Planners and Engineers Pte Ltd.
These firms will provide consultancy services for the design of infrastructure at the landside and airside areas outside of the T5 buildings. These include taxiways, aircraft parking stands, roadways and drainage systems, as well as the connections for utilities such as power, water, gas, fuel and telecommunications to the T5 buildings.
T5 will cement Changi Airport’s position as a premier global air hub

With the appointments of the Master Building and Civil Consultants, CAG will embark on the full design journey for the T5 project. The terminal is part of the larger Changi East development project that includes a three-runway system, as well as the development of cargo complexes and other supporting aviation and ground transport infrastructure. The project will provide Changi Airport with additional capacity of up to 50 million passenger movements per annum in its initial phase and 100 more aircraft stands.

The Consortium will enable access to the partners’ experience and expertise that strengthen its global, go-to market strategy, as well as deliver greater economies of scale, efficiency and effectiveness.

Caspar is part of the Surbana Jurong Aviation team working to win the Changi Airport Terminal 5 design project
Caspar Baum, Surbana Jurong’s Director of Aviation, is the winner of the Mike Davis Award for lifetime achievement, conferred by the Asian Business Aviation Association (AsBAA). He received his award at the association’s Icons of Aviation charity gala on 10 November in Hong Kong.
The award, one of the few in the world that acknowledge the contributions of individuals in the aviation industry, recognises Caspar’s nearly 30 years of commitment to architecture and specifically to his work in aviation architecture in the past two decades.
Caspar was born in Hannover, Germany, and graduated as an architect from University of Stuttgart. His wife Luisa Makariadi also works in Surbana Jurong, and is a senior aviation consultant like himself. They are part of the Surbana Jurong Aviation team working to secure the hottest project in aviation right now – to design Changi Airport’s Terminal 5.
The TOD-driven Chongqing Aerotropolis Township design as envisioned by SJ’s Urban Development team in China
Surbana Jurong’s North Asia team has won first prize in Chongqing Aerotropolis Township Urban Design competition, its first transit-oriented development (TOD)-driven design win.
Chongqing is an emerging mega-city in southwest China and, according to a Telegraph report this year, is ranked 8th among the world’s cities with the most number of skyscrapers.
The township, which spans 2.2 km², sits within the 33 km² Chongqing Aerotropolis, with Jiangbei International Airport as the central transportation node.The project scope includes residential, commercial (office/ retail/ F&B), aviation training facilities, healthcare facilities, schools, a neighbourhood centre and parks.
Teo Eng Cheong, CEO, International, notes that the win will put SJ in a good position to pursue design consultancy work downstream for the rest of the aerotropolis.
Maldives Airports Company Limited (MACL) has appointed Surbana International Consultants to provide project management consultancy services for the expansion of Ibrahim Nasir International Airport (INIA), Maldives.
The expansion works include:
– A new international passenger terminal building;
– A new code F runway;
– A new cargo terminal;
– A new fuel hydrant system;
– Apron expansion; and
– A new fuel farm for Jet A fuel, diesel and petrol storage
Surbana International Consultants will also be providing Design & Engineering review and project management consultancy services for the scope of works listed above.
The expansion project is targeted for completion within 30 months.
INIA currently handles approximately 2.3 million passengers a year and the traffic will increase drastically within the next few years. INIA has the world’s biggest seaplane operation with 450 movements daily and is seeing increasing frequencies annually. The airport is also the gateway for all international passengers travelling to the exotic resorts in the country.
With the expansion, the airport will increase its capacity to 7 million international passengers and 1.5 million domestic passenger movements. The new runway and taxiways will improve aircraft movements and handling on the ground, as well as upgrade passenger experience to international standards.
